CT Policy Talks is a policy discussion series dedicated to exploring critical policy issues that matter to Connecticut residents.

Hosted by the UConn School of Public Policy in collaboration with the Capitol Region Council of Governments, this series brings together experts, policymakers, and community members to discuss solutions to some of the State’s most pressing challenges. Participants will engage with thought leaders, grassroots organizations and elected and nonelected policy decision makers to gain valuable insights and contribute to meaningful conversations that shape Connecticut’s future.

All events are free and open to the public.

Local Interventions to Address Substance Use Disorders

Policy approaches to substance use disorders, including the opioid crisis, have shifted from a tough-on-crime stance to harm reduction, emphasizing treatment, recovery, and supply reduction over incarceration. Public support for harm reduction has also grown.

While federal policy plays a role, local action is crucial but comes with challenges. For example, treatment facilities and overdose prevention centers require local approval but often face political and public resistance due to safety concerns and NIMBY opposition. Additionally, Connecticut towns and cities have received opioid settlement funds, but smaller towns often lack sufficient funding or staff to develop effective programs.

How can cities and public health organizations expand treatment while addressing these challenges? What practical steps can municipalities take to combat the opioid crisis? Panelists will explore these questions and discuss strategies for addressing substance use disorders at the local level.
