David Labbadia is the Director of Digital Government and Operational Excellence for the State of Connecticut (Department of Administrative Services), where he supports the state’s efforts to deeply understand our citizen experiences and related agency services to modernize and improve the way we interact. Additionally, David is assists in the adoption of emerging technologies at the state through research, incubation, assessment, and scaling. Previously, David worked in the fast growth private sector, helping software startups design, develop and market data and analytics platforms and services in roles as Chief Information Officer and Director of Operations, USA. David holds a bachelor’s degree from Lehigh University and has held credentials within technology and operations.
