Public insurance programs, value-based care models, employer-sponsored coverage, prescription drug policy, and state-level health reform initiatives. Particular emphasis on data-driven evaluation of cost control strategies, health care economics, and the intersection of health benefit design.
Mr. Joshua Wojcik
Joshua Wojcik is an experienced health policy and benefits leader with a career spanning roles in state government health policy, strategic planning, and public benefits administration. He currently serves as the Director of Health Policy and Benefits at the Connecticut Office of the State Comptroller, where he oversees benefits for more than 270,000 individuals. His responsibilities include managing a $2 billion health and welfare benefits budget, developing innovative cost-containment strategies, overseeing new benefit initiatives, and leading stakeholder engagement across labor and management groups.
Josh has spearheaded major initiatives such as Connecticut’s Primary Care Initiative to align incentives between providers and the state, negotiated a cutting-edge lowest-net-cost pharmacy benefits model, and launched a centralized benefits portal (CareCompass). His work has focused heavily on data-driven improvements, including implementing Connecticut state health plan’s first health equity study and survey, creating benefit designs based on comparative effectiveness research, and restructuring the delivery and coverage of GLP-1 medications.
Previously, as Assistant Comptroller and Policy Director, he led efforts to reduce retiree health care costs and implemented several pharmacy benefit reforms, significantly reducing total health benefit costs for the state. He also led a working group that redesigned the state’s pension funding policy, led efforts to develop the state’s current transparency website (Open Connecticut) and was a leading advocate of reform of the state’s budget reserve fund policy. Josh also served as staff for the Connecticut Senate Majority, contributing to redistricting strategy and budget analysis.
He has served on multiple statewide and national advisory councils, including NASHP’s Prescription Drug Working Group and the Connecticut Health Care Benchmark Initiative. A frequent speaker at national conferences, he is recognized for his expertise in benefit design and public policy innovation.
Josh holds a B.A. in International Relations and an M.P.A. from the University of Connecticut. When not working, he enjoys cycling (occasionally), and spending time with his two kids, Ayla and Wes, especially at the pool and the beach.
