Penn’lope Davis

Penny Davis is the Chief Human Resources Officer for the State of Connecticut Department of Social Services (DSS). In her role she supports the DSS’ mission to enhance the well-being of individuals, families and communities through person-centered programs and services. She provides headship for human resources operations and solutions for an agency with over 1,700 employees and a 4.2 billion dollar budget. Penny directs Talent Management, Employee Relations, Labor Relations, Payroll and Benefits, and Staff Development functions.

With 20 years of public sector experience across all dimensions of Human Resources, Penny has a track record of partnering with business leaders to develop solutions from design to implementation. She has practiced working within highly unionized environments.
