Thomas Armstrong, CT Director of Strategy & Enterprise Architecture, CT State IT Program, is an IT executive who leads business transformation and innovation. He’s an expert in digital transformations, application portfolio management, SaaS migration, and enterprise architecture. He’s previously held positions at Fairfield University PwC Advisory, IBM, and Deloitte and has taught Computer Science and IT Management at the graduate and undergraduate levels. Tom holds a bachelor’s degree from Georgetown University and master’s degrees from Quinnipiac University and Fairfield University.
