Tax and Revenue Collector, Town of Ellington

Carolina is a dedicated municipal professional possessing over fourteen years of experience serving the communities of Windham, Mansfield, and Ellington, Connecticut. She demonstrates a strong commitment to public service, having held diverse roles across multiple departments.

Her career history includes positions in Windham’s Human Services Department, Code Enforcement, and Revenue Collection. She joined the Town of Mansfield in 2017, advancing to Lead Revenue Specialist, and subsequently accepted the position of Tax and Revenue Collector for the Town of Ellington in December 2024. A testament to her expertise, she holds certifications as a Certified Connecticut Municipal Collector and Certified Connecticut Municipal Official. Her contributions have included significantly enhancing accessibility and inclusivity by providing translation assistance to residents and fostering cultural bridges.

Beyond her professional life, Carolina is passionate about community engagement. She has served on the Executive Board of the Windham Area Interfaith Ministry (WAIM) and actively volunteers her time for various community initiatives in Windham, including food drives, fundraising events, and local festivals.

Carolina holds a Bachelor’s degree in Sociology from Eastern Connecticut State University and is currently continuing her education to better serve her community.
