Institute for Municipal and Regional Policy
The Institute for Municipal and Regional Policy (IMRP) is the School of Public Policy’s applied research institute, connecting academic expertise with real-world public policy challenges. Through independent, nonpartisan research, program evaluation, technical assistance, and community engagement, the Institute develops practical, evidence-based solutions that strengthen communities throughout Connecticut and beyond.
Advancing Public Policy Through Research and Partnership
IMRP brings together faculty, staff, students, policymakers, practitioners, and community organizations to address complex public policy issues. Its work translates research into action by supporting informed decision-making, developing innovative programs, evaluating public initiatives, and convening stakeholders around shared challenges.
Current Areas of Research and Engagement
IMRP leads and supports a diverse portfolio of initiatives that improve public policy and practice, including:
- Criminal justice and policing initiatives, including staffing and research support for the Connecticut Sentencing Commission and data analysis and reports on fair and effective policing.
- Connecticut Racial Profiling Prohibition Project (CTRP3), a nationally recognized initiative that analyzes traffic stop data and works with law enforcement and communities to promote equitable policing.
- International Justice Exchange, which brings corrections professionals, practitioners, policymakers, justice-impacted individuals, and advocates from across the justice system together to learn from evidence-based correctional systems around the world.
- ReConnect CT: Digital Pathways Program, expanding digital literacy and workforce readiness for justice-impacted individuals.
- Connecticut Children with Incarcerated Parents and other initiatives that strengthen families and communities through research, education, and collaborative programming.
These initiatives reflect IMRP’s commitment to improving public systems through applied research, evaluation, and community partnerships.
Supporting UConn Public Policy
Established in 2002 as the successor to the Connecticut Institute for Municipal Studies (CIMS), IMRP relocated to UConn in 2021 and became part of the School of Public Policy. Today, the Institute extends the School’s mission beyond the classroom while continuing its tradition of serving as a trusted resource for policymakers and communities.
IMRP provides students with opportunities to participate in research, internships, graduate assistantships, and public service projects. Students gain hands-on experience working alongside policy professionals while contributing to initiatives that have a measurable impact across Connecticut.
The Institute also strengthens the School’s research portfolio, partnerships with state agencies and nonprofit organizations, and capacity for externally funded research and community engagement.

IMRP’s work informs legislation, supports state agencies, assists municipalities, and helps organizations make data-informed decisions. By producing objective research and fostering collaboration among government, academia, and community partners, the Institute contributes to more effective, equitable, and responsive public policy for the people of Connecticut.
