Brian Wolverton

Brian Wolverton serves as the Budget & Research Officer for the Town of Manchester, Connecticut, where he oversees the Budget & Research Office and serves as the Town’s Chief Budget Officer. During more than two decades in public service, Brian has overseen municipal budget development, long-range financial planning, performance measurement, and organizational analysis while helping guide the Town through economic downturns, state aid reductions, revaluations, and the unprecedented fiscal challenges of the post-COVID environment. He developed Manchester’s ICMA-recognized performance measurement system and has redesigned the Town’s budget reporting and financial forecasting processes to improve transparency, efficiency, and decision-making. Prior to joining Manchester, Brian served with the Connecticut Office of Policy and Management and as Executive Director of the Plainville Housing Authority. He holds a Master of Public Administration from the University of Connecticut and is currently completing the Certified Public Finance Officer (CPFO) designation.
