Director of Policy, Office of the State Comptroller (CT)


Charlotte Moller is the Director of Policy for the Office of the State Comptroller. In her role, she provides expertise and support for various policy areas including healthcare, retirement, and the state budget. She conducts policy research, identifies legislative priorities, and promotes the Comptroller’s policy agenda. Prior to this role, she served as an Economist within the Budget and Financial Analysis Division.

Charlotte received her MPP and a Certificate in Public Financial Management from UConn’s School of Public Policy in 2021. While at UConn, Charlotte was a Graduate Assistant and held her IPP with the Connecticut Chief State’s Attorney Office.

Prior to earning her MPP, Charlotte graduated from the University at Albany in 2017 with a BA in Public Policy and Administration. She worked as an analyst for the New York State Legislature prior to starting her masters.

The most important skill she uses in her professional career is communicating complex ideas clearly and concisely so they may be understood by a general audience. Several courses in the MPP program trained her ability to present information, both verbal and written, effectively.

Charlotte has always had a passion for public service and seeks to improve the lives of fellow Connecticut residents. In her free time, she plays volleyball, reads thrillers, and attends many concerts.
