Assistant Director of Grant Writing, Thames Valley Council for Community Action

Jessica began working with Thames Valley Council for Community Action (TVCCA) in 2020 as a case manager in the Energy Assistance department. For nearly six years, she guided clients through the Connecticut Energy Assistance Program (CEAP) application process, which connects low-income households to supplemental winter heating resources to alleviate their energy burden in the winter months. As the primary point of contact for the Energy Assistance team in the New London office, she utilized her compassion, empathy and dedication to connect with folks experiencing high-stress crisis situations. After graduating with her MPA in May 2026, she was promoted to Assistant Director of Grant Writing; in this role, she identifies new funding opportunities for TVCCA and submits grant applications to support agency operations while highlighting the importance of TVCCA’s impact in the community.
