The Albert G. Ilg Fellowship in Local Government award is given to an MPA student who demonstrates interest in local government and public sector service. Awards (“Fellowships”) will defray living or academic related expenses. The award was established in 1998 to honor the distinguished service of Al Ilg as the Town Manager of Windsor for 32 years.

Albert G. Ilg: Prior to his service as Town Manager of Windsor, Connecticut, Al Ilg served as the Assistant City Manager of Oak Ridge, Tennessee, after serving as an officer in the U.S. Navy. In 2002, Als expertise was called upon to serve as an Interim City Manager of Hartford, and in September 2005, Al was appointed by the Governor to the State Contracting Reform Standards Board.Al received a B.A. in Political Science from Bucknell University and a masters degree in Government Administration from The Wharton School at the University of Pennsylvania. For many years, Al has been a friend of the School of Public Policy, speaking in our speaker series and connecting students and alumni with job opportunities. He also supports the Albert Ilg Award, presented annually to a student with outstanding interest in local government.


Rachel A. Boward, MPA ‘24

Rachel Boward is a graduate student pursuing a master’s degree in Public Administration from UConns School of Public Policy. Originally from Moon Township, PA, she received a bachelor’s degree in English and Sociology in 2019 from the University of Pittsburgh. After graduation, Rachel worked as an Administrative Assistant at the University of Pittsburgh Medical Center’s Western Psychiatric Hospital and participated in WPH’S LGBTQ+ Committee to assist in creating a more inclusive environment for staff and patients. During the summer of 2021, she completed a graduate certificate in Leadership and Organization Change through Robert Morris University.

During her time at UConn, Rachel has worked as a Graduate Research Assistant for Dr. Jinhai Yu, contributing to his research on public budgeting and finance. Rachel will pursue a career in local government after graduation. Her ultimate goal is to collaborate with other serviceoriented individuals to expand access to services and ensure equitable distribution of resources for systematically and historically disadvantaged populations.


Kallysia H. Raymond, MPA ‘24

Kallysia Raymond (She/Her/Hers) is pursuing a Master of Public Administration degree at UConns School of Public Policy with a focus in Urban and Regional Planning. She has also served as a Grants Writer at Waterbury Development Corporation, the City of Waterburys designated Community and Economic Development NonProfit Agency (WDC) since being onboarded in May 2022 at the commencement of her internship. She is now a double paw’, graduating from UConn in May 2022 with her Bachelors degree in Political Science with minors in Urban and Community Studies, and Women, Gender and Sexuality Studies.
